    Note: the MoF Guidelines still show the superseded 31 July 2026 date

    The Ministry's Electronic Invoicing Guidelines V1.1, dated 1 June 2026, still print 31 July 2026 as the Phase 1 date to appoint a provider. That date was superseded on 14 May 2026 by MoF Ministerial Decision No. 66 of 2026, which sets it at 30 October 2026. The Guidelines are explanatory and the Ministerial Decision is binding, so 30 October 2026 is the date to work to. We are flagging it because anyone downloading the official Guidelines PDF today reads a deadline three months earlier than the one that applies.

    Every figure on this site reconciled against the primary legislation

    We read the decisions themselves rather than coverage of them: MoF Ministerial Decision No. 243 of 2025, MoF Ministerial Decision No. 244 of 2025, MoF Ministerial Decision No. 64 of 2025, MoF Ministerial Decision No. 56 of 2026, MoF Ministerial Decision No. 66 of 2026 and UAE Cabinet Decision No. 106 of 2025. Every deadline and penalty we publish was already correct. Three things changed. The Phase 2 appoint-by date of 31 March 2027 is confirmed by MD 244 Article 5(1)(b) and no longer carries a caveat. The B2C exclusion is set by MD 244 Article 5(2), not by MD 64 as we previously stated, and it is a deferral until the Minister decides otherwise rather than a permanent exemption. And two of the six penalties in Cabinet Decision 106 were missing from our figures, both AED 1,000 per day. We have also published the obligations that apply after go-live, which no deadline page covers: invoices transmitted within 14 days, System Failures reported within 2 business days, provider notified of registered-data changes within 5 business days, and data stored inside the UAE.

    MoF splits its register: accredited providers, and a separate pre-approval stage

    The Ministry of Finance now publishes two lists. The first, issued under Article 16 of Ministerial Decision No. 64 of 2025, names the fully **Accredited** eInvoicing Service Providers and gives each one an accreditation number. The second names providers who have passed initial pre-approval but are still "Under Final Accreditation Assessment". They are not yet accredited, though under Article 4(2) of Ministerial Decision No. 64 of 2025 a pre-approved provider is authorised to provide services while its accreditation is pending. "Pre-approved" therefore now describes the earlier stage, not the accredited providers. This directory lists the 48 accredited providers only, each shown with its MoF accreditation number, and every page that previously said "MoF Pre-Approved" now says "MoF Accredited". Two entries moved to the assessment list and their profiles have been withdrawn.

    Correction: phase classification removed from provider profiles

    Provider profiles previously carried a Phase 1 / Phase 2 label. The Ministry of Finance pre-approved list is not segmented by phase, so that label was never an official classification. It has been removed from every listing, from the comparison pages, and from the public data feed at /data/registry.json. Your compliance phase is determined by your own annual revenue (AED 50M or more is Phase 1, below that is Phase 2), not by the provider you appoint. Raised by a listed provider; thank you.

  6. Deadline1 July 2026

    E-invoicing opens for voluntary use, and the pilot begins

    The UAE e-invoicing system opened for voluntary use, alongside a pilot programme run with a selected taxpayer working group. Any business may begin exchanging e-invoices through an Accredited Service Provider ahead of its own mandatory date, which for Phase 1 remains 30 October 2026 to appoint and 1 January 2027 to go live. Starting early is a way to test an integration in a live environment rather than against the deadline.

  8. Guidance1 June 2026

    E-Invoicing Guidelines updated to Version 1.1

    The Ministry of Finance published Version 1.1 of the Electronic Invoicing Guidelines, adding two appendices: record storage, and the treatment of advance payments and retention billing. It does not change the implementation timeline, the transactions in scope, the Peppol five-corner exchange model, the PINT AE specification, or the requirement to appoint an Accredited Service Provider.

  9. Regulation10 May 2026

    Accreditation criteria for service providers tightened

    Announced alongside the deadline extension, MoF Ministerial Decision No. 56 of 2026 amends MoF Ministerial Decision No. 64 of 2025 and raises the bar for becoming an Accredited Service Provider: the applicant must be an active Peppol-certified service provider, and the proposed e-invoicing solution must have been in operation for at least two years, alongside company registration, tax registration and information-security requirements. The amendments also allow providers to deliver solutions in partnership with third parties, so a local company can work with an international provider.

  10. Deadline10 May 2026

    Phase 1 ASP-appointment deadline moved to 30 October 2026

    The deadline for Phase 1 businesses (annual revenue of AED 50M or more) to appoint an Accredited Service Provider was extended to 30 October 2026 (from the earlier 31 July 2026) by MoF Ministerial Decision No. 66 of 2026, which amends MoF Ministerial Decision No. 244 of 2025. Phase 1 mandatory go-live is unchanged at 1 January 2027. The Ministry described the change as a response to market readiness and business feedback on technical options and pricing.

    The Ministry of Finance released its Electronic Invoicing Guidelines, clarifying scope, the phased rollout, the readiness framework, illustrative invoice templates, and applicable penalties.

  12. Regulation24 November 2025

    Penalty schedule for non-compliance set

    Cabinet Decision No. 106 of 2025 set the penalties: AED 5,000/month for failing to implement the system or appoint a provider, AED 100 per invoice or credit note not transmitted on time (capped at AED 5,000/month each), and AED 1,000/day for unreported system malfunctions. They apply from each phase's go-live date.
